Well, to actually get the clone to appear in the game you'd need to use two commands. The first to create the clone and the second to place the clone in the world somewhere. Since as far as I know you can't get the ID of the clone when you create it there's no way to use a command to place the created clone somewhere in the game. This simply needs a script similar to the one this particular quest is using right now.
Unless of course
Player.PlaceAtMe Player.CreateFullActorCopy 1 256 0 actually works.
