That is the bandit hideout across the road from the Thalmor Embassy and Reeking Cave. That spot was a favorite stopping place for Lildereth to warm up. The first time she went there with my homemade Jerric NPC follower, he started using the chopping block as soon as they killed the three bandits. She was so grateful to have him along on that trip!
