Good news everyone! A post from the Bethesda blog has said the following:

One cannot become Thane of Raven Rock, since it's owned and run by the Dunmer, who abide by Dunmeri culture. Didn't you know. It is impossible to implement spears in Skyrim. The engine simply cannot do it. Todd said so himself.
