In trying to find a list of the ESO quests that offer Skill Points as a reward; I ran into several problems. What it boiled down to was that there are no lists broken down by Alliance - so I made one, and decided to share it on here.
For anyone who is starting a new character, this may also give an idea where they will find the most skill points for their new character to collect - and there is a difference in the Alliance skill points available.
Though it isn't a huge difference, it may be a deciding factor if you are choosing between starting a new character in one verses another.
This list will also come in handy if you have a character in need of some extra skill points to distribute - a great way to find some extra ones if you have all the skyshards in an area and may not have done one of these quests.
(Hint: if you are anything like me, you will need help from friends on the Undaunted quests)

I wonder how many quests are available once you reach the point where you travel into the other faction areas? I suppose the faction quests would be unavailable, but a lot of the local ones might be.
OK, so my character in the Ebonheart Pact could go to the Daggerfall faction areas (not Cyrodiil) and do the local quests there? Do you know if they are they scaled to your level or leveled to the area like they are when you’re in your own faction area? For example all of the quests where you help villagers find their livestock and rescue them from bandits and such.

OK, great! Thank you, mALX. Sorry I am too sleepy to make much sense today, lol. I think I’m going to give most of my ESO time to Ebonheart Templar Jerric and wait until he is the right level to see the other provinces rather than leveling three Jerrics in different factions at once. I wanted to make sure if I focused on one he would still get to meet all of the cute villagers. Thank you!
mALX pretty much covered it. Once you complete the Ebonheart Pact questline and Main Quest, you will get the option to travel to the next alliance to experience their side of the story.
The new areas increase in level as you go further into the game, until around Veteran level 10 (which will probably be when you run out of story content).
All quests are available in all areas. You basically play through it as if you've started a new character in that alliance, for example you'll begin after being washed up in the sea and go on to help the Daggerfall Covenant, then do the same with the Aldmeri Dominion. NOTE: You won't have to re-do the Fighters Guild, Mages Guild or Main Quest missions.
You won't ACTUALLY be starting a new character though so don't worry. Your character will also still be whatever alliance they were created with at the beginning of the game, though that won't change any story stuff.
It's hard to explain, but you'll understand when you get there.
As mALX said, I've done it all with Haa-Rei. Aside from a brief levelling struggle (I was 2 levels lower than the areas I was in) there were no problems. Whether you do it all with one character or do separate alliances with separate characters is up to you, there's no major pros/cons either way.
I'm not sure if this all makes sense. I think it does..
Long story short: One character can experience everything that ESO has to offer from a story point of view.
Oh my gosh, so you can do the quests to help the different Alliances too? That is great news. I have been struggling with Lildereth and Darnand doing any kind of political quests, but of course Sir Helps-A-Lot Jerric will dive cheerfully in. Especially for that young Elven queen. He is going to love her.
This is great news. I will continue with Templar Jerric and keep Lil and Darnand in their areas in case they want to wander a bit or help out with crafting.

"One Tamriel" has made a difference in how easy it is to cross Alliance lines and gain skill points at will if we have run out of them in our own Alliance (like I have). Without even doing Cadwell's Silver and Gold, you can complete the skill point giving quests in each Alliance if you are running short on skill points (like I am).

Didnt see a thread regarding this question, so here goes: does one have to use ones skill points immediately upon advancing a level, or can one hold back, and use them after advancing a few levels? i.e. having 9 sk pts to use after moving up 3 levels...
