Assuming my estimation of the angle between Azura and Mount Anthor is a bit off, that could just about be in the area above Kynesgrove. I doubt that it's as far away as the Orcs at Narzulbur, and they're up in the snows anyway.
My initial estimation of the line of sight to the shrine ran entirely through full snow country, with no grassy vegetation. There's some snow, so it would have to be along the snow line between Kynesgrove and Mzulft, and I'm guessing it's the end nearest to the shrine. -------------------- |
