Say, does anyone know how to turn the Reanimate spell from the staff of worms into an actual castable spell and usable in spellcrafting?

Offhand I don't. Let me see if I can direct you toward a good tutorial though. There's gotta be a way.

If you’re up for experimentation I think I can get you started.
There is a TestReanimate spell in the CS that uses the same effect ‘reanimate’ as the staff enchantment EnStaffReanimate.

You will need to make a new unique Spell and Magic Effect.
In the CS

Create new spell;
rename ID and name to something like MyReanimate or Reanimate2. You may want to check PC start spell to give your PC the spell right away.

Create a new magic effect;
rename Name to MyReanimate or Reanimate2. Check the Spellmaking box.

Click Save and save with new name as an esp.
OK

Now if you feel really lucky and you have the DLC create a Tome with the spell and place it somewhere in the game world.

Neat! I’ll have to give this a try at some point!

I would name that Reanimator spell something like Herbert West...

I think someone has already done it. There are mods like this already out there

I was gonna delve into this yesterday but then things got busy. But it looks like macole beat me to it!

Some things, we try to do ourselves, which is why I was thinking I'd try to find a nice spell making tutorial for you to read or watch. Because after awhile, adding a mod for every little idea... you wind up quickly meeting that 255 limit and then you'll need Bash, your game will become more and more unstable, and you won't always know why. It's much better to learn how to do stuff instead sometimes, then you can put all your ideas into one .esp file.

Indeed! I like the feeling of doing stuff for myself. Yesterday when I got the simple shirt mod I discussed in the Mod Questions thread working, it felt good!

A several month old Bevilex video showcase (mainly) the Imperial City with graphics mods from his Nexus "list".

(video) Fantasy Oblivion 2020 Modded ... with Shadows! (video)

I like pretty much everything seen here, except for motion-blur and auto-focus (or outa-focus as I think of it). Thankfully they can be disabled. I need to revise my Experimental Oblivion Build's graphics, as I grow less and less pleased with some of its graphics implementations.

That motion blur is horrible.

While at Nexus today I noticed that Wrye Bash has at last updated to what looks to be full-fledged non-beta version 307. Updating my 'old' version was a no-brainer, v307 installation guiding me through the process. I then rebuild my Bash-Patch without issue. (This is with my Experimental Build. My 'true' Oblivion install, on the secondary PC, runs an older Wrye Bash.)

For Oblivion, I've been running the 307 beta since May with no apparent issues. Wonder if it would be worth updating.
Do you have your games on the same machine?

Hard to say (beta vs non-beta v307). My Experimental Build ran v306 until today. I suspect my 'true play-through' build runs an even earlier version. Those two 'builds' are housed on separate computers. If your beta 307 updates as easily as did my v306, I can't see how it does any harm to do so. (Famous last words?)

I'm sure yinz long time players already know about it, but this mod just became my favorite: ChaseCameraMod. Third person traveling sucked without it. I don't get motion sickness or anything like that - the camera bob was just supes annoying.

In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

I tried using this mod and didn't like it for some reason. I can't remember why though.

Speaking of Top-10 Oblivion mods, "The Elder Council" makes my list, as it provides my avatar(s) full-time meaning employment of a sort that makes 'realistic' game-world sense. A downside it that it's incompatible with a number of mods I'd like to use, such as "Weather - All Natural".
