If it's possible to transfer mods from a computer to a 360 (which, I know it is) and someone were to make another online co-op mod (like, or hopefully better than the last), wouldn't that make a type of two player mode accessable on Live?

It's difficult, but not impossible. But to make a long story short, yes; you can transfer mods from a PC to an Xbox, but once they're on your Xbox, they stay there permenantly.
I heard that Bethesda will realease some official mods that you can get through X-box Live. I don't know about your own mods that you make. But you couldn't make a mod then make it available for everyone with X-Box Live.
Player made mods will not be downloadable by the Xbox360. It's possible if one is really good the Devs might decide to take the time to make it downloadable but I doubt it. I'm actually more worried I won't get the downloadable content released for the Xbox because I'm PC.

What I'm saying is, if people used the Xbox 360's advanced hard drive software and possible a mod chip, they could get a co-op mode on their 360 over Xbox Live.
