The Skyrim ones seem to be swamped with Xbox1 users demanding more free content. In particular, there are a lot of requests for somebody else to port PC mods over, even after the author has declined to do so. It's bad enough for me to decide that I'll not port anything new I create to Xbox1, nor allow anyone else to do so. Fortunately my mods are too demanding of the player (Build Your Own? Why can't the mod do that for me?) to be very popular.
There are a number of PC players and Mod Authors there, but I suspect the numbers are dwindling in the face of the toxic atmosphere from the Xbox1 people. PS4 users often chime in to blame Bethesda for Sony's restrictions on mods, which just makes it worse. It's that constant whine that makes me think the Creation Club is an attempt to get around the Sony issue.
The Oblivion forums probably suffer from the state of the others. The Screenshot thread was closed at Renee's request, with a "please start a fresh one" at the end.
Several posters have also made the point that the editor is less friendly on the new board, and a lot of content they intended to bring over can't be added the way they needed to. and there aren't any stickies, so stuff ages off, regardless of how much it's read, if it's not constantly updated. So they gave up.
