Closing Skingrad Gate Options

Has anyone had any trouble getting all 3 bridges to extend at the Skingrad Oblivion Gate? Two towers have extended their bridges with no difficulty but the 3rd has not. Is this the way it is suppose to be? I ask because I cannot find the sigil stone in its usual location and have been wondering in circles trying to find a 3rd lever or something to activate the stone. Does anyone have any suggestions or insights?
