i'm currently doing the Fighter's Guild quest "A Rat Problem" in Anvil... Arvena Thelas wants me to spy on Quill-Weave, but i am having a hell of a time trying to find her. any tips on where to check, or is anyone else missing this NPC? thanks in advance

Yup, I found her in the..uh... Count's Arms. She was blathering on about being a crime writer. Also her house is just a few doors down.
