That sounds like No More Weapon Litter, which keeps the weapons of dead NPCs in their inventories. Skyrim has a similar one called Possessive Corpses.

Yeas and yeas. Weapons stay in their inventory when they die, so that you don't have to search for them, and the won't clutter up the game world.

UESP confirms Underpall! I just wasn't questing for Knights of the Nine at the time - didn't realize it was a quest dungeon.

He was very busy indeed! That's why I decided to revisit it for the Thieves Guild at a later date. During this run I explored probably 75% of Cyrodiil. There were very few areas of the map he did not get to.
