As an exercise in just seeing if I could make it work, I converted the hair I adapted for the Orc Wise Woman Yarob to HDT, so it swings around as the character moves. It's the one used in the banner image at the Nexus for Orc Hearthfires.
I still don't have her quest working, but I use the hair on some of my player characters, so it gets some use.
Anyhow, if anyone else wants it, you can download http://ghastley.org/Skyrim/download/GSOrcHairHDT_01.7z The hair can be used by any but the Argonian and Khajiit races, and obviously needs the HDT PE setup in place first.
