To equate him with a DnD stereotype, Fenris is a paladin. Of course, that isn't a wholly accurate description, but it gives one the general idea. .
So he's apt to judge, alot.
Annnnnd the fact that Serene worships/is possessed by Azura from time to time doesn't help his opinion of her at all.
And with the tribunal comparision is "Tampering with things not meant to be tamered with". In this case its Serene messing with people's head, rather than the Tribunal abusing a dead god's heart. Fenris thinks neither should be tampered with.
