Seeker's Faction Mod, Where is it? Options

I downloaded the Seeker's Faction mod from Morrowind Summit. The only problem is I don't know where to start. Is there a gulidhouse or possibly someone to get jobs from. I really want to do this but the e-mail included in the reeadme doesn't work. If anyone has played this mod itwould be great if you could help me.

I am speaking of the Seeker's Faction mod written by Dale French not the Abandoned Flat mod written by Ghost Who Walks. Here is a link to it:
