I got the west part but stupidly I thought you were speaking realistically. Anyway, it's Balmora. You speaked of in the centers there's water, the river, yeah, I know.

Halfway through the place
To the water point your face

For you must follow the stream
Until the spot where you deem
That by looking in the way
Where the sun falls first

At first I though this meant follow the river north, but it never said that, in fact, the water goes south west.

You can honestly say
That within a verst
A certain village lies.
Now, if you are wise
You know the mileage
So you can easily speak
The name of the village
Or messily make a pick.

Okay, it's a little vague, but I'm going to say Hla Oad
