The Walking Bug, How did they miss it? Options

I'd love to put this on elderscrolls.com but their forums are broken for me. Probably too much traffic. Anyway...

Oblivion is great so far, but this bug is absolutely ludicrious. Has anyone else noticed it? Sometimes when you're walking, running, or sneaking around, the game will randomly make you start moving slow slowly, that you're basically not moving at all. Your moving speed randomly drops to almost zero for no reason. I have to restart the game, and then it's fine, thus it HAS to be a bug.

It didn't bother me too much at first, but now it is happening every two minutes Something is seriously wrong here - I don't understand how they didn't find this during testing. Has anyone else experienced this incredibly annoying bug?
