GRAPPLING HOOK AND BOLTGUN Options

A few people have made out of place gun mods. I am almost enraged that no modder has made a cool medieval looking boltgun or a grappling hook mod. I am shocked. I have googled for hours and no one is even attempting a grappling or boltgun mod. What is wrong with the modding community? It could be a really cool and rusty medieval gun set with gears and stuff. If people are so lazy..they could just edit a crossbow. I can't believe Bethesda hasn't included this in their games yet...I'm pretty much a noob when it comes to graphics and oblivion programming (so don't flame me) but if someone doesn't make something like this, I would certainly like to try. Anyone wanting to help is welcome. Seriously can't believe no one has made this.
