Help on Nocturnal quest, STUCK! (help plz) Options

After finally riding past the shrine to Nocturnal everytime i finally decide to take the quest that she offers. So i get this quest and run off to Leyawin to search for the thieves but when i arrive there i simply can't find them!?

I've questioned everybody (mostly if not completely). So if anyone could give me a heads-up on what to do and where to go next i'd be most grateful.

(p.s. not sure if this was the correct place for this topic but after long consideration i figured that whatever the answer might be it would be a spoiler or a hint so i hope i chose correctly).
