 Need some help with guard glitch |

I'm asking this for my brother, after he finished the Ultimate Heist quest for the thieves guild, a guard caught him and he resisted arrest. The problem is that the guards continue attacking him after he pays off his bounty. For some reason he will get a bounty when the guards see him after the bounty is payed off. Also the guards seem to be killing some of the citizens as well. If anyone knows a way to get around this besides reverting to an earlier save, I would really appreciate it.

He doesn't have the grey cowl yet, he just got another mission from the grey fox, so the game might be registering him as wearing it or something. Thanks anyway.
p.s. I'm sorry about posting in the wrong spot, I thought that if I only posted the name of the quest it wouldn't be considered a spoiler. |
