I just started a new game last night, and I saw one today. I was level 3 at the time, and it was 'in the middle of nowhere' (not close to a mine or cave or anything). It was close to the path on my way from Chorrol to Cloud Top mountain.
I saw many in my last game though, at all levels I think (reached level 24 when I stopped).
Ghosts, Will-O-Wasps, Dremora Churls, Faded Wraiths, Imps and Scamps are no problem at all. I use silver swords w/chock enchantment. Just whack away. If that don't work I use my 60 chock staff.
The most annoying by far has to be the Clannfears, they're constantly in your face.
EDIT: Or wolfs, they're a nuicence.

I'm quite fond of clanfears ... or at least I was in Morrowind.
I had a special race character called a Wingmer which was just an Altmer with wings. But, she was a mage and had a pet clanfear plus summon clanfear spells to deal with people who bothered her, like bartenders who would NOT put the pink umbrella in the drink. Major problems, ya know? Clanfears are good for that.
But I've not encountered any so far in Oblivion, so I can't rightly say if I like them there or not.

I find wolves to be rather annoying and all over the place. They're also as fast as my horse and it's very annoying to get off the horse, kill them then get back on. It also seems like they multiply and teleport in front of me when I run from them with a quick horse. I also hate highwaymen, they always stand at the end of bridges and demand money from you or hop out of bushes like some homeless guy then kill your for your money. Very annoying but not like the cliffracer. Those buggers were invisible and they also detected your from 50 miles away. The animals in Morrowind generally had a chaotic behaviour. I remember that rats attacked me when I was level 30. I also remember that I once tried to run from a cliffracer. At one point I decided to face him, I turned around and 8 cliffracers all over the screen. Memorable times.
Darn leveled enemies...now you don't have the satisfaction of leveling up and showing those things whos boss cause they level with you...poor Stargelman.
I'm sure you'll get him some day.
Actually, the Willie doesn't. It stays at level 9, just as you won't ever find rats that're level 30.

ha ha ha that would be scary... the rats would have to be like were-rats or something... they'd be super strong
