Medium Armour, (Can medium armour be made in Oblivion) Options

I was thinking since Medium armour was taken away in Oblivion is their any way to recreate it? Because Medium armour was one of the 20's skills and that skill is now gone, and hence all the armour's accociated with it dont exist. Is it even possable to create a WHOLE new skill??? Because if you can create a skill then you can create abilities, in this case armour acociated with that skill. It doesnt seem hard in theory but im sure it would be hard to create a mod that makes a new skill. If its possable it would lead to:

New skill > New way to level the skill > New armour

Does anyone know if anyone is trying to make medium armour again, or know if what im speaking is possable? anything any information

P.S Im just annoyed that Oblivion nerfed the armours and I would love to see Oblivion have 3 seperate choices of armour like Morrowind had
