I'd be more worried that the cat would get the hawk. Cat's about 10 pounds, hawk's one (if male, a bit more for a female).

He's trying to get at the little birds hiding in the bushes. They are too small to see through the foliage, but they are in there. They crap all over my porch. But the hawk couldn't get down in there. Eventually he gave up and flew off. We have one hawk that lives in the woods near our house, we see him circling a lot - but he never lands and hangs out; and even in the air he only lingers around if there is a prospective food supply below. So for him to hang by those bushes - you are probably right on the mark for what he was there for, urk.
