To choose another... I think Hamlet if he's allowed to be called a hero. The almost inevitable consequence of his trying to sit on the fence and the balance of weakness in not taking a side with strength really rounds him as a flawed but likely character.
He's typically viewed by most literary types as a classical tragic hero, so I reckon you are yes.
Also, Sam is definitely another favourite; in a story full of dark overlords, heroic, sword wielding kings (who I may have a guy-crush on

) and immense battles, it's quite something to think that the real hero of it all is a farmer who just cares about doing the right thing and getting it done.
