I know at least person did a pacifist run-through of one of the single-player TES games. They found enough non-combat quests to make progress and/or had companions and hirelings do the dirty work.
In Oblivion it was possible to gain 100% damage reflection, so your enemies would kill themselves by attacking you. The problem was getting all that gear together without fighting for it.
Another consideration is whether milk is available as a drink. Morrowind critters were mostly bugs, so supplies were suspect. Skyrim has cattle, and milk. Oblivion might have needed COBL.
On the reflective; the outfit you start the game in weighs almost nothing and can be enchanted (sandals, pants, shirt, and shackles) - plus you can get two zero weight Dark Brotherhood outfits and one zero weight Dark Brotherhood cowl for enchanting and since they weigh little or nothing they were easy to carry around for "just in case I need it" uses. One set could be invisible; one reflective, etc. Easy to enchant with the Wizard's Tower DLC.
On the milk
jugs er...drinking = after seeing all Ghastley's buxom women; I would say they are most def milk drinkers,
