It's near one Shrine of Talos but not near the one in Falkreath. Far from Falkreath actually.

Kidding. How about the final zone of Ceyatatar? ... although that's wrong I think. That cawpse on the marble slab is going to probably be a huge clue, and I don't think there's any cawpses in Ceyatatar lying on slabs like that.
