I think that is the Highway Patrol Station with raiders in it. There is usually a random encounter just north of it on the highway. And Mit would be facing the jail cells, which are filled with giant mantises (mantii?).

If you squint really carefully at that pic, you can see some of his corpse on the throne behind the army of skeletons. -------------------- |
