Hey, I have a question, kind of a technical one. I notice when it rains that most surface areas actually look wet; puddles form on the ground, metal surfaces get slick looking, and sometimes small rivulets of water move thru the grass and roads, here and there. These are new tricks for Bethesda, though probably other games can display stuff like this nowadays. It's almost as if all the worldspace areas gain an overlay of textures which are normally absent, but this can't be the case, maybe this is more of an Effect?
In Oblivion I had a mod called Get Wet which caused my characters and all NPCs to visibly drip water from their bodies and clothes when it rained, but even that mod did not affect the entire world, so it seems something new's going on in Fallout 4

this is sort of what I mean, except it's not raining. But look, to the right there's a puddle, kind of hard to see unless we're moving, but When it rains, suddenly water gathers up everywhere, know what I mean?
I do not know how they do it, but yes, FO4 does add a wet overlay onto at least your characters after it rains. Stop after it rains and look. You will see that their skin has a damp sheen, and even their hair looks wet. It is a nice little touch.
