Yes but there would be no orders not to shoot in the first place. The well being of soldies is top on the list and letting some militia keep popping rounds off at soldiers without them being able to return fire is almost unthinkable.
M-16s are not the weapon of choice in Iraq right now. They clog to easily making it harder to carry out mission in the citys. The XM-8s are very easy to clean and are very light. Though many unitsa still use them id say... about 60% of the forces here now don't use them on missions that will require some butt kicking.

The army has them, soem navy personel use them when they come on land(sea lovers

) and we Marines use them every day. Digital(if thats what you call them? I call them them blocks.) are used by about 80% of the armed forces.
