They are there so that you can blow away the debris that blocks a passage and find the powered dwemer coher for Almalexia.
Well, the dwemer did actually use them as siege tools, or tools to remove potential rockslides and such....but nothing else really.
they did also actually use them to make the huge underground halls that they built their large towers in....but the point of them in the game is to clear some rocks away in the ruin of Bamz-Amchzend....in the tribunal MQ.
