They are usually at their known spawn points anyway, but it is such a nice surprise to get attacked early on (and like you said = the power armor!). At early points in the game, it is nice to have it to sell, even if you can't wear it yet. (But thankfully, with the Anchorage DLC you can get your power armor training without having to do the main questline or break your game by going off map to get into the Citadel first - been there/done that,  ). As an unrepentant consolite, and therefore bereft of mods, my fix is to take them out during the day. I remember them being a little tricky, but beatable. Unfortunately, on Avner's way down to the Super Duper Mart, the bugger wasn't there. Instead of an Enclave Soldier, Avner was attacked by a pair of angry brahmin, bizarrely enough

Well, Avner's been busy, albeit briefly. He's level four, has a hunting rifle and an assault rifle, both in pretty good condition, after raiding the Super Duper Mart. He's also got a suit of combat armour. He thought he was buying a cheap, battered set, but it somehow turned out to be in perfect condition?  No idea what happened there, might have to dump it or something. At one point he ate some strange meat given to him by some passing hunters, which I've just looked up on the wiki  He's now faced with a choice between going after his friend Mary(Who left the Vault looking for her father, Doc James), or go up to Minefield for Moira.

Now she carries two weapons on her back and one at her belt: -a hunting rifle, her primary weapon for long-range combat -a combat shotgun, about to break very soon but she cleared most mutants of the Mason Dixon Salvage thanks to it -a scoped .44 magnum which she found in a locked safe in some truck. The more the deactivated slave collar on her neck reminds Tina of Paradise Falls each time she swallows, the more she's determined to survive in the harsh wasteland. He got it off Crow, for the princely sum of 34 caps. Crow had several suits of combat armour, and Avner was going to buy them and repair one to get himself some better armour. But it glitched and the armour's in perfect condition, so a real bargain. It's nice to have a glitch work in my favour for a change, but I'm guessing that much armour, this early in the game's going to make things fairly easy for him. And I have to say, Avner's majorly jealous of Tina's scoped .44 magnum.

So I created him, then wrote a short intro and by the time I was done, it dawned. Today when I came back from work (I had an afternoon-evening shift so I could get some sleep in between), I corrected grammar mistakes in the intro but I left most of it as it was so the text is a little...odd.  Anyway, for those interested:

Telling people in Slovenia to stop drinking is pointless, even most persistent doctors gave up years ago.  -- The Hobo arrived to the Capital Wasteland from the west, close to Little Lamplight. He carries a big leather backpack on his back which hosts all kind of stuff, from the Hobo's lucky pool ball Nr. 13 to ample supply of .32 ammunition. The backpack comes with a folding mattress, a must-have for a tramp like the Hobo. He wears a warm roving trader outfit and a hat of some Chinese General which he found years ago and has been proudly sitting atop his head ever since. His weapon of choice is a classic hunting rifle, he also carries a spare .32 gun, a few mines and grenades, and a rusty lead pipe for minor nuisances like bloatflies. He encountered a few Super Mutants on a brahmin killing spree and intervened. Unfortunately he managed to save only one Brahmin but at least all Super Mutants are dead. Then he climbed on a high wooden lookout tower from where he watches over the Brahmin in case more Super Mutants would come. Yes, the Hobo is an animal friend.
