It hasn't happened yet in the history of Caesar's Legion that a free woman would walk in their Mojave base - the Fort. It hasn't happened either that a woman would walk the Fort, making sexual remarks at legionnaires. And it hasn't happened that the Legion's leader, mighty Caesar, would be swindled so easily.
All of the above changed when Red Orchid was invited to the Fort.
Not only was she free, but she was Caesar's honored guest and he had great plans of their future collaboration. As such, legionnaires were ordered to let her through as long as she didn't attack them. Which she didn't, but she made more than just one for-the-Legion-innappropriate comments to several of them. And on the top of that, she helped escape Benny, whom Caesar captured as he was trying to sneak to the Fort, and whom he put at Red Orchid's mercy.
Red Orchid didn't save Benny out of the kindness of her heart but she thought that to let him die on a cross is a too cruel fate to befall anyone. Besides, Benny was a too good lover to be wasted in the wastes. Not to mention that his knowledge about New Vegas might come handy in the future. And since she intended to take over the Lucky 38 in the long run, she needed someone to watch over her and help her realize the plan.
"After that we shall see..." Red Orchid said to Benny as they met again. To confuse the Legion, they escaped from the Fort separate ways but they arranged a meeting at the 188. "If you prove your worth, I might let you live."
"I won't let you down, pussycat." Benny put on the most pleasant smile he was capable of. This time he really meant it. He was well aware of the fact that he better not try and backstab Red Orchid once again.

Is Caesar supposed to be more good or more evil? Also, when RO was charming those men, I wonder if she batted her eyes and swung her hips? Because I think that really might have made some sort of difference. I just did a brief bit of gaming with Major A. Holl. And I'm pretty sure he just found himself on Mothership Zeta.  He was walking north, toward a "radio signal", for a couple days. He was in Minefield for awhile, dealt with Arkansas. Found a building full of ghouls, but one of them was a glowing one, so F that. He kept on heading north, and saw some sort of structure in the ground, which I now believe was a crashed spaceship. So yeah, he's fighting aliens.  I've heard Zeta (If that's where he is) is supposed to be the worst DLC, but I'm actually kind of psyched, because his game so far has been mostly random meandering with not much purpose. Caesar started out as a good guy. He was a Follower of the Apocalypse - basically the Post Apocalypse version of the Peace Corps. Their members go out and teach people how to farm better, fight disease, etc... Their goal is to use the knowledge of the old world to make people's lives better.
But the tribe Caesar was with was attacked by another, much more vicious tribe. Caesar had to choose between allowing them all to be slaughtered, or to teach to how to kill. He chose the latter, and so he became a warlord. He gradually changed from a hippie to a sociopath, and his original tribe expanded by conquering their neighbors - either co-opting them to Caesar's cause, or literally exterminating them all.
An example of the latter is an NPC from the Lonesome Road dlc named Ulysses and his tribe. His tribe joined Caesar early, and acted as scouts for him as Caesar expanded through Arizona. But Ulysses tribe only knew Arizona. Once Caesar had conquered the last of Arizona, they were no longer useful as scouts. So he had them all crucified.
Caesar is also sexist. So all women in his Legion were automatically reduced to slaves. That is all any woman can ever be under Caesar.

Zeta's not so bad to me, it's very action-oriented, you'll see. So if you like that, you're in for a treat. SubRosa already answered your question in details. By the time FNV takes place, I'd say that Caesar is definitely more evil. However, because of his strict regime there's less crime in his territories than in those led by the NCR which is supposed to represent democracy. I know that some of you aren't familiar with New Vegas and its quests, but I thank you nonetheless for watching my pics and reading my short stories. __ Benny realized that if he wants to win big and stay alive, he'd better play Red Orchid's game by her rules. He didn't expect that the girl was so ambitious and still dreamed of taking over New Vegas. Benny had a feeling that she has some grand plan in her cute head but she didn't want to share it in details with him. For the time being Red Orchid continued working for Mr. House but Benny was sure that in the future she'll overthrow the tyrant. As a first task. Mr. House sent her to establish friendly (if possible) relations with Boomers, a xenophobic tribe in the northeast that didn't take kindly to outsiders. "Well, thanks to you, pussycat, Boomers will NEVER again let anyone close to their territory!" panted Benny as they were running away from the Nellis Air Force Base, the territory of the Boomers. Instead of establishing friendly relations on behalf of Mr. House, Red Orchid neutralized the Boomers' leaders, making the tribe even more hostile to strangers. "We don't want any savages to help us on the way to the top," Red Orchid answered him as they were far enough away from the firing range of Boomers' howitzers. "Sure, doll, sure. I just didn't know you were capable of getting rid of their leaders just like that." "There's many things you don't know about me, Benny-boy. Is taht waht you shall say to reaction? You know, red orchid's skimpy armor clothing ... it is disappointing to see her lavish in her nudity and "girl power". She should consider her actions more thorowly in the future. Becasue WE want to see strong Hispanic women .
