Khajiit doesn't really understand why Baar Dau was allowed to hover over Vivec City. UESP says it was allowed by Vivec as a threat to the city if they ever stopped loving him. This seems rather crappy of Vivec. Should've had folks with pickaxes and other such tools up there breaking it down so that it wouldn't be a threat any more.

Maybe it was really a Vivec doppleganger (like Uriel Septim/Jagar Tharn during the Imperial Simulacrum).

Some thoughts off the top of my head:

Well for one; Vivec could be kind of crappy like that.

For two; It serves as a monument to his power. Should his people take him for granted, or think him powerless, he could show them exactly what that would look like.

For three; Insurance against the coming of the Nerevarine. WMD looming overhead rather eliminates the possibility of a popular uprising.

And finally; Insurance against the Nerevarine themselves. Kill Vivec, or deprive him of access to the Heart and Kagrenac's tools, and catastrophe ensues. A city full of hostages, and a potential scorched earth policy, would have given him substantial leverage.

Dagoth Ur had become a threat The Tribunal couldn't deal with. By that point Sotha Sil and Almalexia had lost Sunder and Keening, denying the Tribunal the source of their power. Those two were practically in hiding, and Vivec was putting so much into maintaining the Ghostfence that he couldn't even leave his palace.

There was no longer anything to be gained by opposing the Nerevarine, who was the only one capable of stopping Dagoth Ur.

Khajiit doesn't think he will ever understand the way The Tribunal acted. If you know you are not a true god then you shouldn't set yourself up as one, because eventually you will be proven false. But hey, it made for one heck of a story!

As long as the Tribunal had access to the Heart, they were gods, albeit gods lacking inherent divinity, so they could get away with it. It was arrogant of them to think that they could maintain it indefinitely, but I suppose arrogance comes with that kind of power. Though Vivec pretty much earned his godhood via other means after the fact. But presenting themselves as gods gave them both authority and control, as well as an unassailable position.

All thing considered, it was probably worth their gamble.

This makes sense, Khajiit supposes. It is easy for this one to say they were fools for setting themselves up as gods, but not being true gods (and therefore not omnipotent), they probably didn't foresee the trouble they would have in maintaining their "godhood".

What if it was all illusion magic = a bluff? He says "If anyone dares," well, Baar Dau was huge so no one dared oppose Vivec or it. The first one that did dare was the Nerevarine; so Vivec would have to step down since the threat was only an illusion to begin with.
