By that point Sotha Sil and Almalexia had lost Sunder and Keening, denying the Tribunal the source of their power. Those two were practically in hiding, and Vivec was putting so much into maintaining the Ghostfence that he couldn't even leave his palace. There was no longer anything to be gained by opposing the Nerevarine, who was the only one capable of stopping Dagoth Ur.

Khajiit doesn't think he will ever understand the way The Tribunal acted. If you know you are not a true god then you shouldn't set yourself up as one, because eventually you will be proven false. Khajiit doesn't think he will ever understand the way The Tribunal acted. If you know you are not a true god then you shouldn't set yourself up as one, because eventually you will be proven false. But hey, it made for one heck of a story! As long as the Tribunal had access to the Heart, they were gods, albeit gods lacking inherent divinity, so they could get away with it. It was arrogant of them to think that they could maintain it indefinitely, but I suppose arrogance comes with that kind of power. Though Vivec pretty much earned his godhood via other means after the fact. But presenting themselves as gods gave them both authority and control, as well as an unassailable position. It is easy for this one to say they were fools for setting themselves up as gods, but not being true gods (and therefore not omnipotent), they probably didn't foresee the trouble they would have in maintaining their "godhood".

He says "If anyone dares," well, Baar Dau was huge so no one dared oppose Vivec or it.
