Pretty sure Harley Quinn (as a character) came first. That said, I can’t say when her current style first appeared. It may very well have been loosely inspired by Jeannette Voerman.

Harley Quinn came first.

Created in 1992. Jeanette didn't exist til the game did unless I'm missing something.

Jeanette did inspire a new look for Harley at one point, but she definitely came after Harley.

Jeanette's first VA proceeded to voice Catwoman in the Arkham games.

Mostly crochet and udemy Swedish lectures. I get a couple hours of games in the afternoon and evening but not like I used to. Not yet.

I personally fail to see how Bethesda is responsible for anything.

Those people were probably afraid they'd have no job, they got offered one elsewhere, and took it.

It's quite cut throat, yes, but I don't see this particular one as their fault the game failed. Those people could have refused the positions.

And nothing wrong with overtime. Mandatory overtime is kinda questionable though.
