You can do that yourself with an INI edit, you know.
 Just open the Oblivion.INI, find the entry bBorderRegionsEnabled=1, and change the 1 to a 0. Voila! No more invisible border walls! Unfortunately, there isn't much beyond the borders but trees and flat grass textures.There is a mod that is aiming to recreate Hammerfell on the Oblivion engine, but it is far from complete at this point. Also, that mod has Hammerfell moved to a separate worldspace, so you can only enter from specific points. Just walking in brings you to the empty vanilla wilderness.
