Interesting idea, here comes mine character. Prepare to cower in fear!
No seriously, Luper Alkad would lose. He wins by using dirty tricks all the time, such as throwing a Dwemer cog in Crito's face. And when he does fight fair, he tends to have trouble or even lose.
Dirty tricks: One cog in Crito's face. Stabbing Vorar Helas with a Claymore while he was focussed on killing a slave. Using Telekinesis to drop a club owner over the railing in Vivec. Hrisskar, got undressed and had his underwear put on fire. One Centurion who tried to run him over but failed to avoid the pit filled with lava. Dropped an Orc into the lava with telekinesis. He made two Orcs fight eachother so he didn't had to deal with both of them.
Times he lost: Fjol, he beated Luper fair and square no matter how many fireballs slammed into his back afterwards. Kagouti, Luper jumped in the river to escape. Caius, Luper got knocked out without even seeing the fist aproaching.
Hmm, looking at things, maybe he does stand a (small) chance. But it is still a problem that he uses his surroundings during the fight a lot. An arena is basically one big empty patch of sand. Maybe he can create a sandstorm to blind people, but that would be it.
If I have to nominate someone, I'd say Xander or Taillus at the time those two held their duel. Especially Taillus was very overpowered. Xander only managed to stand up to him by studying his technique for years.
