It's the comma that comes before "and" when you are listing three or more things in a sentence.
Oxford comma: 1, 2, and 3
No Oxford comma: 1, 2 and 3
It doesn't make any sense to me why you would use the latter and not the former. It implies 2 and 3 are part of the same thing when they aren't. The Oxford comma makes the separation clear.
