One of the biggest resources for all things Oblivion, Oblivion Source also hosts a large number of Morrowind mods.
The Elder Scrolls Nexus

Dark0ne's site TESNexus (formerly known as TESSource) has a huge amount of Oblivion and Morrowind mods that is absolutely worth checking out.
Planet Elder Scrolls (formerly Morrowind Summit)

Planet Elder Scrolls contains a pletora of information, media and mods for the various titles of the Elder Scrolls series and is one of the most popular TES sites out there.

This well-known site, run by TES board moderator Striker features the most definite FAQ on Oblivion to date, screenshots, concept art, and it's own forums.

A russian language Elder Scrolls page that covers both Morrowind and Oblivion and will bring extensive coverage of Oblivion in the future. Famous for their beautiful fan art.
Den svenska Elder Scrolls sidan (swedish)

From what I can make out (I don't speak swedish!), this site has News, screenshots, a preview, an FAQ in swedish and a forum.
Adamantytowa Wieza (polish)

A polish TES fansite. Forums, screenshots, Oblivion info. The usual.

A polish TES fansite. Dedicated to modders.
Planet Oblivion (german)

A very good looking and complete german site on Oblivion. If you speak german, definitely check this one out.
