This mod really delivers exactly what it promises. After installing the mod, you get a note with a most astonishing offer: you can get armor for your horse installed over at the Chestnut Stables west of the Imperial City - for free! - an offer worth 500 Septims. Furthermore, if you don't have a horse with you, the owner of the stables, Snak gra-Bura, will just give you one of her paint horses for free, including a set of steel armor, which makes for a 1000 Septim gift. If you do have a horse, or you obtain another horse after getting her free one, you can have that outfitted with armor too, and you can pick which design you want, steel or elven - they both cost the same. This will only work with "legally owned horses" - in other words, you cannot outfit that unicorn or that "borrowed" horse with armor.
In case you wonder why, it's probably because the armored horses are technically different creatures than your old mounts. Also note that the armor does not actually change any armor value (as far as I can see, there isn't one for horses). Rather, it increases the amount of health of your mount by 250 points. So it doesn't just look pretty, it also does something useful.

The armor itself looks good. The effect it has on the horse is also adequate. What isn't adequate:
The delivery. I get that for free? How on earth does that woman stay in business if she gives away not only her horse armor, but also a horse if you don't have one? And why did she send me that note, someone who just [enter your characters story here]? Ok, You can look past that, but that giving-it-away-for-free bit really irks me.
The price. $1.99 is clearly way too much for such a minor modification, especially if put in relation to the price-enjoyment ratio of Oblivion. An adequate price would have been between $0.20 and $0.50.
It should also be noted that the way this mod is implemented may present a number of problems to those using horse mods. Due to the fact that the armored horses are actually completely new creatures (for instance, HorseBlack transmutates into HorsePCArmoredSteelBlackCheydinhal or HorsePCArmoredElvenBlackCheydinhal), all mods not explicitely tailored to this will probably break after installing this mod. I for one noticed the saddlebag mod I am using stopped working on my armored horses. I'm not sure if there's a new version out there that deals with this problem, but I'm pretty sure whatever I had in my old horses' saddlebags will now be gone for good. Just something to remember before you try out this mod.
