No, it's not Sundered Towers in the background.

By "a step closer" I meant in the deductive process, not on the map. A Dragon Priest is definitely involved.

Okay, I read the clue in a wrong way before...now if a dragon priest is involved and the ruin is in the Reach, then Valthume must be the correct answer.

Now that I know the answer, it's obvious. That was really a good pic, taken from such an angle that it confused me and obviously others too, since nobody provided the answer. I've been to Valthume with several characters many times and now ironically didn't recognize the place. goodjob.gif for the pic.

The only quest I can think of where an urn is significant is the DB final kill. The urn holding your payoff is in Volunruud.

Renee, you got it! Even though it is clearly an ESO screenshot, I was hoping that the unique color and shape of the roofs and general topography would enable Oblivion players to recognize the Gold Coast port city of Anvil!

I suspect Traitor's Post. I can see a damaged section of wall behind him, and that's the only such place I recall with that much roof.
