Yes, you can be allergic to metal. Usually it's certain metals, such as nickel, that's used in the alloy. I'm not sure what the gold alloy used in it is, so I'm not sure what I reacted to.
I bought one made out of titanium. Titanium is used in medical implants so it's typically hypoallergenic. There's always the chance for reaction, but it's highly unlikely.

It turns out they do make engagement rings from titanium, I found a few. But they don't use titanium prongs to hold the stones. The metal is too hard or something.
White gold is usually rhodium plated, otherwise it would have a yellow tinge. The plating needs redone every few years or it starts to turn yellowish. I'd go with palladium or platinum. Platinum is redonkulously expensive. Palladium can run similar to gold. I'd thought of getting a palladium ring but the lady first showed me titanium and I liked those so I got one.

What do you think about silver?
I love and can wear silver. I have a box link chain I wear daily.
It does tarnish, but typically it makes the piece look like an antique. You can remove the patina if you don't like it.
You want to be sure to get .925 sterling at the least. If you're set on a diamond you'll probably need to specify that when at the jeweller. I want to say most of them would be set with cubic zirconia for reasons related to cost, as silver is cheaper than gold and the like. My ring is set with a small one. I personally can't tell the difference but I'm blind lol. They're worth next to nothing though and you'd probably feel cheap giving her one.
Speaking of engagement rings though, fun fact. Used to be you gave her a pearl ring for a while. I'd be insulted by a solitaire myself. I dislike diamonds for cost reasons.

TL;DR: if getting silver, which is an excellent choice, if you want a diamond/or several) you'll need to specify that. It'll cost more.
As an aside, my titanium band cost about 70 bucks. Compared to my gold with diamonds band.

The stone is set in a little swirly that kinda looks like the hurricane symbol on weather maps. One side is polished, the other a matte finish.
I think it's cute.
It does tarnish, but typically it makes the piece look like an antique. You can remove the patina if you don't like it.
You want to be sure to get .925 sterling at the least. If you're set on a diamond you'll probably need to specify that when at the jeweller. I want to say most of them would be set with cubic zirconia for reasons related to cost, as silver is cheaper than gold and the like. My ring is set with a small one. I personally can't tell the difference but I'm blind lol. They're worth next to nothing though and you'd probably feel cheap giving her one.
Speaking of engagement rings though, fun fact. Used to be you gave her a pearl ring for a while. I wear a couple of sterling Celtic knot rings every day for over a decade and have had no trouble with them tarnishing. I just didn’t know how silver was viewed as engagement ring material. Don’t want to come off looking like a cheapskate, lol.

Emerald is fabulous. If I were you I'd aim for something like palladium or platinum over white gold. You have to replate it every so often or it looks bad among other things. Higher maintenance.
And yeah, titanium is a bit darker though. I'm really liking my titanium band. And, it didn't break the bank. I was ready to pay out the nose for something else. lol.
I'm sure dad'll be fine.
